Hearing loss, tinnitus, and other auditory problems are common, costly, complaints among military veterans. In 2003, there were more than 75,000 cases of auditory impairment among new recipients of Veterans Administration compensation, and estimated payments at the end of 2004 amounted to an annual rate of $850 million to veterans whose major disability was hearing loss and/or tinnitus. This study, mandated by Congress and spon- sored by the US Department of Veterans Affairs, assesses issues related to noise-induced hearing loss and tinnitus associated with service in the Armed Forces since World War II.

The US Department of Defense (DOD) supports basic research to advance fundamental knowledge in fields important to national defense. Over the past six years, several groups have raised concerns about changes in the nature of DOD- funded basic research, funds being spent for research that does not fall under DOD’s definition of basic research, reporting requirements that have become cumbersome and onerous, and differences in the way basic research is handled by the three services.
